You'll need to find someone representing the enemy faction, that is interested in making peace with you. Generally, this means an enemy party that is not confident they can beat you in a fight. I appreciate the thanks but this comment is two YEARS old, man.
Press N to open the wiki. If you select a character you can see his "Relation" stat with you. Click on a faction name and you'll be able to see who they're at war with at the bottom of the page. First a faction who has lost every single fief and pretty much any military force might still roam the area, but is unable to do anything significant (e.g. battania in my current save has only 1 clan left - and i didn't even kill anyone).
